BEUDO

KSA is engaged with a range of stakeholders, KSA members, City Councillors, and City staff, including the inaugural Chief Climate Officer, on BEUDO, Cambridge’s Building Energy Use Disclosure Ordinance

BEUDO applies to buildings over 25,000 sf and requires building owners to keep track of and publicly report their buildings’ annual energy use, in light of concerns about the release of greenhouse gas (GhG) emissions.  

Since its inception a decade ago, BEUDO has been amended several times. The most percent amendments were in June 2023, when the City Council set new net zero deadlines and imposed penalties for failure to meet those deadlines, as well as interim deadlines.  Specifically, non-residential buildings of 100,000 sf or more are required to achieve net zero by 2035, and buildings of 20 – 100,000 sf are required to achieve net zero by 2050. While certain offsets are permitted to comply with the 2035 target, the amendments provide for substantial penalties. The amendments also provided for a Review Board to make case-by-case deferrals and exemptions, and a policy review to be completed by 2031. 

As of February 2025, the City has not issued comprehensive regulations. 

KSA and its members are committed to addressing climate change, and want to ensure there is a full understanding of our members’ sustainability innovations and efforts.  KSA is committed to responsible  implementation of BEUDO that accounts for the scientific, technical, economic, and practical implications.
